    It is still perhaps not widely appreciated that in 1905 Einstein used his postulate concerning the ‘constancy’ of the light-speed in the ‘resting’ frame, in conjunction with the principle of relativity, to derive numerical light-speed invariance.     This paper investigates the semantic treatment of conditional obligation, explicit permission (often called positive permission), and prohibition based on models with agents and branched time. In such models branches (rather than moments) are taken as basic, and the branching provides a way to represent the indeterminism which is normally presupposed by talk of free will, responsibility, action and ability. This article presents a theoretical context, grounded in models of social control, within which ethics initiatives may be evaluated.     Bruineberg and colleagues argue that a realist interpretation of Markov blankets inadvertently relies upon unfounded assumptions. However, insofar as their diagnosis is accurate, their prescribed instrumentalism may ultimately prove insufficient as a complete remedy. Drawing upon a process-based perspective on living systems, we suggest a potential way to avoid some of the assumptions behind problems described by Bruineberg and colleagues.

Courts have broadly interpreted the Airline Deregulation Act to preempt most state attempts to regulate air ambulance billing abuses, so a federal solution is ultimately needed.
